Monitoring, Control and Surveillance (MCS)
MCS is the mechanism for implementation of agreed policies, plans or strategies for fisheries management. The absence of MCS operations would render a fisheries management scheme incomplete and ineffective.
I have experience and offer services in the following aspects of MCS:
- Monitoring: Support and training in the collection, measurement and analysis of fishing activities including: catches, species composition, fishing effort, discards, area of operations, etc.
- Control: Support in the specification of the terms and conditions under which resources can be harvested, under the framework of national fisheries legislation and other transnational arrangements
- Surveillance: Support and training in the supervision of fishing activities to ensure that national legislation, terms, conditions of access and management measures are observed.
